Rule 38 of Aircraft Rules 1937 empowers the Directorate General of Civil Aviation to administer licenses, including SPL, PPL, GPL, CPL, ATPL, etc. The prerequisites for Flight Crew Licenses are outlined in Schedule II of Aircraft Rules, 1937. Applicants must meet criteria related to age, education, medical fitness, exam success, and relevant flying experience. Candidates scoring a minimum of 70% in a subject's Theoretical Knowledge Examination pass. Successful applicants receive their licenses from the DGCA through its Directorate of Training & Licensing. For a Commercial Pilot License (CPL), applicants need:
1. A DGCA-issued Computer Number
2. Passed Class 12 with Physics & Mathematics or equivalent.
FTOs are aviation training centers approved by DGCA in India. They offer theoretical classes, flight simulator sessions, and practical flight experience. Currently, there are 36 FTOs operating at 57 bases. To check if a foreign institute is recognized by DGCA for CPL:
